Kerala’s Digital Literacy Success
• Kerala, India, declared as the first fully digitally literate state on August 21, marking the first phase of the ‘Digi Kerala’ digital literacy programme.
• The initiative, a grassroots intervention across all local self-government bodies, aimed to bridge the digital divide.
• The training programme taught trainees to make voice and video calls using smartphones, use WhatsApp and other social media platforms, access government services, and carry out digital transactions.
• The idea originated from the Pullampara panchayat in Thiruvananthapuram in 2021, where long queues at banks led to the idea of teaching basic digital technology.
• The ‘Digi Pullampara’ project was launched, with a survey carried out across all wards to identify those who are digitally illiterate.
• The core team designed 15 activities in three modules for training, with volunteers from engineering colleges, schools, Kudumbashree volunteers, SC/ST promoters, and library council members.
• The program was scaled up without major tweaks and implemented in a manner similar to the Total Literacy campaign of the late 1980s.
• The Digi Kerala programme includes people of all ages, even those above the age of 100.
• The next phase will include awareness classes on cyber fraud, lessons to identify and reject fake news, and intensive training to access government services.
• The State government sees the Digi Kerala 2.0 project as part of a larger project, which includes the Kerala Fibre Optic Network (KFON) project and the K-SMART project to make all services of local self-government bodies digitally available over a uniform platform.
